كما كان
متوقعا ، استغلت إسرائيل الأجواء المتوترة بين مصر والجزائر على خلفية مباراة
منتخبيهما في التصفيات الإفريقية المؤهلة لكأس العالم 2010 وشرعت في تنفيذ عدد من
المخططات الشيطانية التي تهدد العرب جميعا .
ففي 20 نوفمبر / تشرين الثاني ، كشفت صحيفة "هآرتس" الإسرائيلية عن انضمام
سفينة حربية إسرائيلية إلى قوة حلف الناتو في البحر الأبيض المتوسط التي تسمى بـ"الجهد
النشط" ، مشيرة إلى أن هذا الأمر يشكل نقلة مهمة في العلاقات بين الجيش الإسرائيلي
والحلف .
وأضافت الصحيفة أن هذا التطور
جاء في أعقاب زيارة رئيس هيئة أركان الناتو جيامباولو دي باولا إلى إسرائيل
واجتماعه مع رئيس هيئة أركان الجيش الإسرائيلي جابي أشكنازي.
التطور السابق يحمل في طياته
تداعيات خطيرة جدا على الأمن القومي العربي ، فمعروف أن قوة "الجهد النشط Active
Endeavor " هى عبارة عن دوريات حربية تشارك فيها سفن وغواصات وطائرات وصواريخ وكانت
شكلت عام 2001 للعمل على منع نشر أسلحة الدمار الشامل والصواريخ بالإضافة إلى منع
وصول الأسلحة إلى ما يسميه الناتو بـ "جهات إرهابية" .
وتشارك كافة أساطيل الحلف بما
فيها الأسطول السادس الأمريكي في قوة "الجهد النشط " التي تتضمن مراقبة الممرات
المائية من جبل طارق إلى باب المندب إضافة إلى محاربة القرصنة في السواحل
الصومالية.
وكانت إسرائيل وهى ليست عضواً في
حلف الناتو تقدمت بطلب للمشاركة في تلك القوة قبيل الشروع العملي في تشكيلها سنة
2001 ، لكن طلبها قوبل بالرفض حينها ، وهو الأمر الذي يثير الكثير من التساؤلات حول
مغزى قبول طلبها الآن .
ويبدو أن الإجابة لن تخرج عن
الاتفاق المشبوه الذي وقعته وزيرتا خارجية أمريكا وإسرائيل سابقا كونداليزا رايس
وتسيبي ليفني في 16 يناير الماضي خلال الحرب الإسرائيلية على غزة والذي ينص على فرض
مراقبة صارمة على مداخل قطاع غزة البرية والبحرية والجوية بمشاركة حلف الناتو بحيث
تنتشر هذه المراقبة لتشمل البحر الأحمر والبحر الأبيض المتوسط وخليج عدن والخليج
العربي .

الاتفاق المشبوه السابق على أرض الواقع إلى قوة "الجهد النشط " جاء متزامنا مع
تطورات إقليمية متسارعة كتلميح الفلسطينيين بإعلان الدولة الفلسطينية من جانب واحد
بعد فشل إدارة أوباما في إقناع إسرائيل بتجميد الاستيطان ، كما جاء بعد إقرار تقرير
جولدستون في مجلس حقوق الإنسان وفي الجمعية العامة للأمم المتحدة وما أعقبه من
تهديد نتيناهو بنزع الشرعية عنه وهو ما يعني احتمال شن حرب جديدة ضد غزة أو حزب
الله أو إيران أو سوريا ، هذا بالإضافة إلى أن موافقة الناتو على ضم إسرائيل تزامن
مع تعثر مفاوضات فينيا حول أزمة البرنامج النووي الإيراني .
ويبقى الأمر الأخطر وهو أن
انضمام إسرائيل لقوة "الجهد النشط" سيجعلها تقترب من المياه الإقليمية لدول عربية
لا تربطها بها علاقات دبلوماسية كسوريا وبعض دول شمال إفريقيا وخاصة الجزائر التي
دأب الكيان الصهيوني في الفترة الأخيرة على التحذير من تطور قدراتها العسكرية بل
وقام أيضا باختطاف سفينة روسية بزعم أنها كانت تحمل أسلحة متطورة للجزائر
.
كما كشف التقرير الإستراتيجي
الإسرائيلي لعام 2009 والذي نشر في 14 سبتمبر الماضي أن الجزائر عقدت صفقات عسكرية سرية حصلت
بمقتضاها على عتاد وتجهيزات وطائرات متطورة من روسيا ومن الولايات المتحدة
الأمريكية ، مما وضعها ضمن القوى العسكرية المعادية لإسرائيل.

خطر كبير يهدد نهر النيل
الأمور
السابقة تؤكد أن إسرائيل ماضية قدما في مخططاتها لحصار العرب أكثر وأكثر بالإضافة
إلى منع أية دولة عربية من تطوير قدراتها العسكرية ويبقى الأمر الأخطر وهو السعي
بقوة للسيطرة على مياه النيل .
فخلال انشغال مصر بمباراة
منتخبها الكروي مع الجزائر وتحديدا في 15 نوفمبر ، افتتحت إثيوبيا سد "تيكيزي"
والذي تم إنشاؤه علي نهر تيكيزي أحد فروع نهر النيل بحضور رئيس الوزراء الإثيوبي
ميلس زيناوي والمسئولين الإثيوبيين.
هذا التطور الخطير لا يؤثر فقط على حصة مصر
من مياه النيل وإنما هو سابقة ستدفع دول حوض النيل الأخرى إلى أن تحذو حذو إثيوبيا
وتقوم بإنشاء السدود دون الرجوع إلى مصر.
ونقلت صحيفة "الدستور" المصرية
المستقلة عن الدكتور مغاوري شحاتة دياب أستاذ المياه والرئيس الأسبق لجامعة
المنوفية قوله : "إن إنشاء أي من السدود علي أي مجري مائي يؤثر بالسلب في إيرادات
المياه بصفة عامة، وفيما يخص إنشاء إثيوبيا لهذا السد علي نهر النيل فإنه سيؤثر
بالسلب في حصة مصر من مياه النيل".
وأضاف دياب أن إنشاء هذا السد
وتشغيله يعد سابقة خطيرة في مجال العلاقات بين مصر ودول حوض النيل وسوف تتبعها دول
حوض النيل الأخري بإنشاء سدود لتخزين المياه بها.
وتابع قائلا :" هناك من سيخرج
ويقول إن سد تيكيزي هو لتوليد الكهرباء، والرد علي هؤلاء هو أنه ليست هناك مشروعات
لتوليد الكهرباء وأخري للمشروعات الزراعية ، فكل السدود هى لتخزين المياه وبالتالي
فإن تخزين المياه سيؤثر بالسلب في حصة مصر من مياه النيل" .
وأشار دياب إلى أن إثيوبيا لديها
خطة معلنة تستهدف إنشاء 40 سداً لتوفير ما يقرب من 7 مليارات متر مكعب سنوياً ،
مؤكدا أن الأقمار الصناعية ترصد حالياً إقامة مشروعات مائية في دول حوض النيل دون
علم مصر.
واختتم قائلا :" الباحثون في
مجال المياه في دول حوض النيل يشكون مر الشكوى من موقف مصر ويتهمونها بأنها تحرمهم
من مياه نهر النيل ، القضاء على هذه الصورة النمطية السلبية وغير الحقيقية لدي دول
حوض النيل عن مصر لن يتحقق إلا من خلال تخطي مرحلة الكلام الحالية إلي مرحلة الفعل
وتنقسم هذه المرحلة إلي شقين ، الأول وهو تنفيذ مصر عدد من المشروعات المائية بدول
الحوض لخدمة شعوبها ، أما الشق الثاني فيتمثل في تقوية مصر لوجودها في دول حوض
النيل خاصة وأن الوجود الإسرائيلي أصبح أقوى منه".

وما يضاعف
من خطورة ما سبق أنه تأكد بالفعل تورط إسرائيل في إنشاء السد ، فمعروف أن وزير
الخارجية الإسرائيلي أفيجدور ليبرمان كان قام بجولة إفريقية في مطلع سبتمبر الماضي
استغرقت 10 أيام وزار خلالها إثيوبيا وكينيا وأوغندا وغانا ونيجيريا
.
وكشفت الإذاعة الإسرائيلية حينها
أن ليبرمان بحث خلال جولته الإفريقية سبل إنشاء مشاريع مياه ، قائلة :" الدول التي
زارها ليبرمان تعاني من مشاكل مياه وإسرائيل لها تجربة جيدة في مجال تحلية
المياه وعرضت خدماتها على مسئولي تلك الدول ".
وأضافت أن جولة ليبرمان
الإفريقية كانت ناجحة وفوق التوقعات وأن قادة الدول الإفريقية سألوه عن سبب إهمال
إفريقيا في السياسة الخارجية الإسرائيلية ، ونقلت عن ليبرمان قوله في هذا الصدد :"
إسرائيل أهملت في الماضي دول إفريقيا وأمريكا اللاتينية وآسيا وركزت على العلاقات
مع دول الغرب وبهذا خسرت دولا حصتها من الاقتصاد العالمي تزيد على 40% ، جولدا
مائير كانت آخر وزير خارجية إسرائيلي زار إفريقيا في نهاية الستينات ، أي قبل حوالي
40 سنة ، وفي حينه كان لإسرائيل 30 سفارة في إفريقيا ، بينما يوجد لها اليوم تسع
سفارات فقط ".
التصريحات السابقة وإن لم تتطرق
صراحة للمياه ، إلا أن أسباب جولة ليبرمان الحقيقية سرعان ما تكشفت وافتتحت اثيوبيا
سد تيكيزي الذي يخزن ما يقرب من 5 مليارات متر مكعب سنوياً ويبلغ ارتفاعه نحو 188
متراً مما يجعله أعلي سد في إفريقيا بالنظر إلى أن السد العالي يبلغ ارتفاعه 111
متراً .
ولعل تكلفة إنشاء السد والتي
بلغت نحو 350 مليون دولار أمريكي تؤكد أيضا أن إسرائيل هى في حقيقة الأمر من قام
بالأمر وليس إثيوبيا التي تعاني من الفقر والمجاعة .
وبالإضافة إلى ما سبق ، فإن
افتعال أزمة دارفور وكثرة الحديث عن مخططات تقسيم السودان لم تكن منفصلة عن
المؤامرة الإسرائيلية للسيطرة على مياه النيل ، فمعروف أن حوض النيل يقع بنسبة
(64.6%) من مساحته في السودان و(10%) في مصر و(11.7%) في إثيوبيا وجميع دول حوض
النيل عدا مصر والسودان تملك حاجتها من المياه وزيادة لكثرة البحيرات العذبة
والأنهار وهطول الأمطار المتواصلة ، بينما يعتمد السودان على (77%) ومصر (97%) على
مياه النيل .
في ضوء الحقائق السابق ، كان
التركيز في اتفاقية حوض النيل 1959 على بند الأمن المائي الذي ينص على عدم السماح
بإقامة أي مشروعات في دول حوض النيل إلا بعد الرجوع إلى دولتي المصب (مصر والسودان)
، هذا بجانب أن اتفاقية المياه شأنها شأن الحدود لا يجوز تعديلها
إطلاقاً.
وأعطت اتفاقية 1959 مصر (55)
مليار متر مكعب من أصل (83) مليار متر مكعب وتبقى للخرطوم (18) مليار متر مكعب ،
كما أن اتفاقية 1929 بين حكومة مصر وبريطانيا إنابة عن أوغندا وتنزانيا وكينيا منحت
مصر حق "الفيتو" في الاعتراض على قيام المشروعات ، ونصت جميع الاتفاقات المبرمة
بخصوص مياه النيل أيضا على عدم المساس بحق مصر التاريخي في مياه
النيل.
وفي السنوات الأخيرة ، فوجىء
الجميع بمطالبة 7 دول إفريقية تقع على حوض النيل بزيادة حصتها من المياه بينها
كينيا وأوغندا والكونغو ورواندا بزعم أن اتفاقية مياه النيل وقعت عندما كانت ترزح
تحت حكم الاستعمار الغربي ، وأكدت أن لديها مشروعات لإنشاء السدود بها لتخزين مياه
النيل، معللة هذا الأمر بأنها هى مصدر المياه لكل من مصر والسودان في حين أنها
تعاني الجفاف.

المطالب
السابقة لم تكن بعيدة بالطبع عن التغلغل الصهيوني المتزايد في منطقة القرن الإفريقي
وسعى إسرائيل الحثيث للسيطرة على مياه النيل التي تعتبر شريان الحياة في كل من مصر
والسودان ، ومن هنا يمكن التأكيد أن الخطر الذي يتهدد العرب يستفحل يوما بعد يوم
.
وما يثير المرارة والحزن أن بعض
وسائل الإعلام في مصر والجزائر وقعت بالفعل في فخ المخططات الصهيونية وسعت لتبادل
الاتهامات والمطالبة بقطع العلاقات ، هذا فيما سارعت إسرائيل لتنفيذ مؤامراتها بل
إنه يعتقد على نطاق واسع أنها هى من أشعلت الفتنة بين مشجعي منتخبي مصر
والجزائر ، حيث كشفت تقارير صحفية أن الجريدة التي نشرت مزاعم حول سقوط قتلى في
صفوف المشجعين الجزائريين عقب مباراة 14 نوفمبر بالقاهرة تتلقى تمويلا من يهود
الجزائر .
بل ولم يستبعد البعض أن يكون الهمجيون الذين نفذوا اعتداءات بالسلاح الأبيض على المشجعين
المصريين عقب مباراة 18 نوفمبر بالخرطوم هم بعض المشجعين المتعصبين الجزائريين الذين غرر بهم اليهود ، لأن أخلاق العرب
والمسلمين لا تسمح أبدا باستهداف النساء والأطفال مهما كانت
الخلافات.
ولعل سخرية إسرائيل من المهاترات
المتبادلة بين بعض وسائل الإعلام في مصر والجزائر يرجح بقوة أنها كانت من تقف وراء
الفتنة ، ولذا يجب أن يتدخل العقلاء على الفور ، فقيام بعض الجزائريين والمصريين
بوصف بعضهم البعض بالصهيونية والخيانة هو أمر غير مقبول إطلاقا ويسيء للتاريخ
النضالي المشترك بين الشعبين .
ويبدو أنه لا بديل في هذا الصدد
عن عقد محادثات بين كبار المسئولين في البلدين وإجراء تحقيق مشترك في أحداث الشغب
التي صاحبت مباراتي 14 و18 نوفمبر ، بالإضافة إلى محاسبة المتسببين في إحداث الفتنة
وتقديم الاعتذار في حالة الخطأ ، فالعلاقات بين مصر والجزائر تستحق التضحية والترفع
عن الصغائر ، كما أنها أكبر وأعمق من الفتنة والمهاترات الإعلامية التي لا تخدم في
النهاية سوى إسرائيل .
