انتهجت قطر خطا متوازنا في علاقاتها مع إيران منذ نجاح الثورة الإسلامية بقيادة آية الله روح الله الموسوي الخميني وحتى اليوم, فقد ظلت الدوحة العاصمة الخليجية الأكثر قربا مع طهران بل حققت قطر توازنا بين علاقاتها مع إيران ومستلزمات العضوية في إطار منظومة مجلس التعاون الخليجي.
وعلى مدى نحو ثلاثة عقود هي عمر جمهورية إيران الإسلامية لم تصل العلاقات إلى حد الخصام ولم تعرف الطرق المسدودة كما حدث مع بعض الدول الخليجية الأخرى, ولم يتسرب الوهن الشديد إليها وإن كانت لم تتسم بالحرارة في بعض الفترات بفعل الانحياز الخليجي للعراق في حربه مع إيران.
حرارة في العلاقات
وإذا كانت حرارة العلاقات لم تبد واضحة في بعدها الرسمي فإنها احتفظت بدرجتها العالية في بعدها الشعبي حيث لم ينقطع التواصل بين الشعبين وظلت الجالية الإيرانية في الدوحة ومازالت تحظى بالمعاملة الحسنة وتفتح لها أبواب العيش والاستقرار.

كما أن السياسة الداخلية إزاء شيعة قطر لم تتأثر بأية تطورات سلبية منذ الثورة الإيرانية وحتى اليوم, حيث يمارس الشيعة شعائرهم الدينية بكل حرية ويتمتعون بحقوق المواطنة دون أي تمييز باعتبارهم مواطنين شركاء في هذا البلد, بل إن هذا التقسيم المذهبي لا يكاد يكون له أثر في أرض الواقع.
وإذا كانت الحرب العراقية الإيرانية جمدت العلاقات الخليجية الإيرانية الواقعة في خليج المياه الدافئة فإن التحولات التي بدأت تشهدها إيران والمتمثلة في التخلي عن فكرة تصدير الثورة وإقامة علاقات طبيعية مع دول الجوار والمحيط العربي وحتى الدولي قد وجدت صداها في مبادرات التطبيع وتطوير العلاقات بين البلدين.
وكانت الدوحة أول عاصمة خليجية تخرج عن حالة المقاطعة مع إيران وذهبت إلى أكثر من ذلك عندما نادت بأن تشترك إيران في مهمات حفظ الأمن في المنطقة باعتبارها من أكبر دول المنطقة وأقواها.
تقارب بارز
وجاءت زيارة أمير قطر حمد بن خليفة آل ثاني إلى طهران عام 2000 علامة بارزة في سلسلة التقارب ليس فقط بين إيران وقطر بل بين إيران وبقية دول الخليج لكونها الزيارة الأولى التي يقوم بها حاكم دولة خليجية لإيران منذ عشرين عاما.
وقد تجاوزت تلك الزيارة المجاملات السياسية والدعاية الإعلامية إلى تنشيط وتفعيل العلاقات من خلال مجموعة من الاتفاقيات المتعددة في مختلف المجالات ولعل التعاون المتبادل بين البلدين فيما يتعلق بمشروع نهر كارون الإيراني إلى قطر -والذي مازال تحت البحث- يعد واحدا من مشاريع دفع الدماء في عروق تلك العلاقة وتعميدها بما هو أصل الحياة.
كذلك فإن الزيارة الثانية التي قام بها أمير قطر إلى طهران أواخر عام 2006 جاءت في ظل ظروف عصيبة تعصف بالمنطقة وهي أيضا الزيارة الأولى التي يقوم بها رئيس خليجي بل وعربي لدولة إيران في تلك الظروف.
توفير بيئة للحوار
وحاولت قطر من خلال هذه الزيارة وغيرها لعب دور فاعل في القضايا والتحديات التي تواجه المنطقة ويأتي الملف النووي في مقدمتها حيث تدعو قطر إلى أهمية حل كافة القضايا والخلافات بين الدول بالطرق السلمية وأعربت عن وجهة نظرها في هذا الملف باعتبار أن من حق إيران امتلاك برنامج نووي سلمي وفي نفس الوقت من حق المنطقة أيضا أن تعيش في أمن واستقرار.
ولا تنأى قطر في علاقاتها مع إيران عن كافة القضايا والملفات الشائكة سواء ما يتعلق بالملف العراقي أو الفلسطيني وإن كانت تسعى إلى إحداث توازن في كل هذه الملفات بسبب انعكاساتها السلبية على المنطقة التي لم تعد تحتمل مزيدا من الحروب والمواجهات والتدخلات الأجنبية.
وعلى صعيد آخر حاولت قطر من خلال رعايتها مؤتمر حوار المذاهب الإسلامية في يناير/كانون الثاني 2007 توفير بيئة للحوار بين القيادات الدينية في المذاهب الإسلامية تنزع فتيل ما يتردد في الإعلام من احتمال دخول المنطقة في حرب مذهبية طائفية.

Qatar
has adopted a balanced line in its relations with Iran since the
success of the Islamic revolution led by Ayatollah Ruhollah Musawi

pays, mais que cela les divisions sectaires peuvent difficilement avoir

Katar
verfügt über eine ausgewogene Linie in ihren Beziehungen mit dem Iran
seit dem Erfolg der islamischen Revolution von Ayatollah Ruhollah
Khomeini Musawi und auch heute noch geführt hat, blieb die Hauptstadt
Doha Golf näher an Teheran, aber Katar hat ein Gleichgewicht zwischen
den Beziehungen zu Iran und Accessoires unter das organische System der
Golf-Kooperationsrat erreicht.
Seit
fast drei Jahrzehnten der Islamischen Republik Iran nicht das Ende der
Beziehungen zu streiten wusste nicht, die Straßen blockiert, wie bei
manchen anderen GCC-Ländern geschehen ist, hat man nichts zu den
geschwächten, aber noch nicht charakterisiert die Hitze in einigen
Perioden aufgrund von Verzerrungen des Golfs in den Irak im Krieg mit
dem Iran zugespielt.

Wenn
die Temperatur der Beziehungen nicht klar erscheint, nachdem sie eine

negative Entwicklungen seit der iranischen Revolution und noch heute,
wo die Schiiten ihre religiösen Riten Übung in voller Freiheit und
Bürgerrechte zu genießen, ohne jegliche Diskriminierung als Bürger als
Partner in diesem Land betroffen, sondern dass diese sektiererische
Spaltungen kaum Auswirkungen auf Land - Realität.
Wenn
der Iran-Irak-Krieg fror iranischen Golf-Beziehungen in den Golf von
warmen Wasser, die Veränderungen, die sich in Iran begonnen und der
Verzicht auf die Idee, den Export der Revolution und die Herstellung
normaler Beziehungen mit den Nachbarländern und der arabischen und
sogar internationale Resonanz hat in den Initiativen der Normalisierung
und Entwicklung der Beziehungen zwischen den beiden Ländern gefunden.
Doha
war der erste Golf-Staat zu kommen über den Status der Provinz mit dem

Besuch des Emirs von Katar Hamad bin Khalifa Al-Thani in Teheran im
